You first meet The Black Fleet King at a specific moment in the game. The encounter is scripted, not random — it will happen when the trigger fires, regardless of your routing. The dialogue that opens depends on the chapter and your current reputation state.

Across the game, The Black Fleet King appears in 3–6 scenes depending on your choices. Some of those scenes are mandatory; others gate behind reputation, item possession, or completion of related side content.
